Anaheim is a pretty spread out town so you might be a bit more specific as to location.  Hang around the malls, movie theaters, Downtown Disney.  The Block in nearby Orange is a good place to meet people (several shops, AMC, Virgin Records, the bowling place, Johnny Rockets, Dave and Busters, Tu Tu Tango, etc).  .

Join a gym or a club.  Find your local religious organization.

Go to a bar you think looks nice and buy a round of drinks for a group of people you think you might want to be friends with.... conversations will start and hopefully you will have a few new friends. (but only buy one round, you don't want friends that use you for money)
