I am an Active Duty Soldier, looking to become an Alaskan resident, how do I go about this before I move there

The best and easiest way to do this is to go to the Legal office on post.  If you don't do this first you will lose out on your transportation funds.  If you make Alaska your new Home of Record, you will be paid more when it comes to shipping your household goods.

Are you American citizen or permanent resident? If so it will be just like any other move.If not you must apply for a green card first.
