I believe you mean PHD and MAsc .

Well you have to have your bachelor degree from your home country first . your GPA must be at least 3.0 to do your masters . you need 2 letters of recommandation from your professors in your home country . Going to graduate school in canada is not cheap unless you  get on a full scholarship . There is no student loan available for graduate school :(..

And there is no gurantee if you are going to be able to get a descent job after finishing your MAsc .

h**l, I'm from Canada and *I* have no clue what she's talking about. Although I'm going to assume the "d" is for diploma and the "c" is for certificate.
