That you were born in California and are a US citizen are irrelevant.  In legalese, steps must be taken at least one year prior to the residence determination date to show an intent to make California the permanent home with concurrent relinquishment of the prior legal residence.  So unless you maintained a residence in California while you were gone, you will have to wait a year for in-state tuition.
