I am an Aussie who is living & working in Vietnam. Where can I find a pedigree Beagle pup here?

Pedigree? you mean with paper and everything? Good luck looking my friend.  That why I suggest you bring one in from Australia.  In VN, people breed their dogs willy nilly. Most of the time dogs are free to breed themselves.  Even if you can find beagles the Pedigree is very questionable.

so hard to find you know, almost don't have, if have just in rich family, becasue Vietnamese not realy like dog and cat, minority only

You can find very limited products for pet here in VN. Mostly processed food, some dog treats and gadget. That's all if I understand your question correctly.

If you want to find pet, I can help, just PM me. I'm not a dog dealer, but I know where to buy them, good one with vaccination.

Anf it's totally not true that we treat pets bad here. We love them, and different culture make us act differently toward pet. We, human, the owners, eat rice; so then what we suppose to fee pet? Rice, of course! Things are changing now, it's getting better.
