  1. Yes, you need to go to a UK consulate or embassy near you and apply. Make sure you have all the paperwork from the school. Good Luck  


  2. it depends on what your status is in the USA. If you are on a visiting visa then you'd have to go back to India to apply from there. If however, you have permanent residence, then you good to go.
