  1. You should be eligible, but you realize that you can't just apply for an H-1B visa -- you need a job offer from an employer and an approved petition from that employer to sponsor you for that H-1B visa before you can apply for it at the embassy/consulate of the US.

  2. You cannot file papers for a H-1B, your employer has to.  So, if you have a degree and a jib offer from a US employer, an application for an H-1B can be made for you.  However, as there are a lot more applicants than visas available, you quite possibly might not get a visa.  As to whether your qualifications are acceptable, that is up to your employer.  Since you don't specify the subject, I can only warn you that the degree has to be in a related field.

  3. Your MCA from IGNOU? Can you ellaborate?

  4. Only US Employer who is willing to hire you can petition you for the H1B. So get hired by US Employer for the job and they will do the rest.
