  1. If she is applying for a student visa to the US, she needs to stay in her country until that visa is approved -- she has to have her interview there, etc.

If you are planning to marry, don't try doing it while she is attending school.  Marriage changes her status, student visa cancelled, and she has to return home until you get her a spousal visa.  Don't mess it up.  If you want to get married, get a fiancee visa and do it the right way, or you make an expensive mess to sort out.

As for Mexico, pending visas from other countries are irrelevant.  If Mexico approves her visa application, she can go to Mexico.  She has to apply for her own visa, not you.

  2. Good "what ifs" but really can't answer until we know what her home country is, where she resides, under what circumstances and the purpose of the trip to Mexico.

I would just let things sit without any unnecessary travel abroad until her US situation is concluded.

Go to Cancun or wherever another time.

  3. Where is she from?  The answer to that question will determine how hard it will be for her.

Also, if she goes to Mexico, and the plane makes a stop in the USA, or she changes planes in the USA, she'll need an American B-2 tourist visa.  The "transit visa" program has been eliminated.

Many Filipinos try to go to Mexico because of it's proximity to the United States.  If she's Filipino you can just about forget getting a visa to Mexico.
