I am applying for a british passport for a newborn child, but am having trouble getting the required ID.?

Along with the usual birth certificate, passports, marriage certificate and driving licence, the british consulate in canberra request "a document which confirms the child's ID eg. a letter from the child's school" any ideas what I can provide for a 2 month old child?
