I am applying to migrate to canada,is it a must that i complete the IELTS Exam before the interview?

I had completed my coolege diploma and also worked in canada about 8 years ago, but I am applying to migrate to canada now,is it a must that i complete the IELTS Exam before the interview.

It is preferable that you do the IELTS test, because that is a guaranteed indication of your level of english.

I have seen a lot of stories where people were denied PR because they used transcripts and letters as proof that their english was good, but it was never good enough.

I have a friend who was born in hungary to a hungarian father, and a US mother. The marriage broke up and my friend came back to USA with her mom.  she was raised in Usa, went to USA schools, and speaks fluent english and hungarian (she went to hungary for vacations).

Anyway when she applied for PR in Canada, she was denied because CIC assumed that with a hungarian surname and a hungarian birthplace, she did not speak good english. When  she reapplied, she did the IELTS test and got PR no problems the second time around.

The IELTS test does prove a lot more, than letters and transcripts do.
