I am building a custom Harley. Does anyone know the current laws for registering?

I would like to find out what is involved, as far as paper work, what documents, and problems I may face, to register this Bike in California?

  1. after its done it has to be inspected by a state certified junk, salvage dealer, then you go to the DOT and start the paperwork for an "R" Title


  2. Joe B is partially correct but you live in Calif. which has CARB shutting everything not epa cetified down. Check with a custom shop to be sure what your rules are. 'Normal' states usually need the MSO on the frame, engine and trans (not  on HD TC motors where trans is attached). MSO= manufacturers statement of origin and is kind of a 'title' on that part. THEN upon inspecting the bike for DOT stuff like fenders, turns, rear view mirrors and horn they will issue a "home built" or "custom" title. BUT this is changing all the time... for instance do you know this is the only custom (home built) you will be allowed in your lifetime??? and that you will not be able to sell it for five years??? It's getting VERY squirrely out there and has some states contemplating NO HOME BUILTS at all because of enforcement issues. SO get your facts from a competent local!!!

  3. If it's a Harley you should have a title for it. Only the factory builds them, you can modify them.

  4. Contact your County Clerk's office  as these laws vary quite a lot from State to State and sometimes from county to county.
