You can have a cable car dinner for $88 per couple nett. The slightly more expensive one is $158. You'll have to book at least 2 days in advance but it's worth it. I can't remember if the dinner lasts an hour and a half or 2 hours.

You can call up the Jewel Box at Mt Faber to make reservations.

Be prepared to blow the budget by another $50-100!   You haven't listed your town but it indicates you're in Southeast Asia?Where ever you are, it's ALWAYS a good idea to spend more for Anniversaries, Valentines, Christmas & Thanksgiving . It's not like birthdays where only one of you are celebrating 'your' day. You're celebrating both of your days so be sure you both enjoy the meal immensely.  Be sure to select a place with a view!  I'm a real stickler for views!  That also means 'service', & we know that's not cheap & if it is, it ain't 'service'.  Food MUST be the finest with no hesitation on cost!  Drinks are perplexing when it comes to wines & exotics!  Some git downright pricey!  Plus, don't forget to be prepared for those extras.  Who knows?   But that's jest my extravegent lifestyle ideas.  Be sure to have a good time & congratulations!
