Does anyone know how this works, if it is temporary does it ever turn into full time and how long does this position usually last?

  1. Jobs in the service centers can be seasonally temporary or permanant.  Jobs in local offices are almost always permanant and have better career paths.

  2. The IRS uses different phrases for different positions.

If they use the phrase "seasonal" it refers to a job that lasts anywhere from 6 months (the minimum to get benefits and pension credits) to 11 months and 2 weeks per year.

If they use the phrase "temporary" it refers to a job that doesn't last 6 months.

"Permanent" refers to full-time, year round work.  Yes, you tend to start in a seasonal or temporary position and then apply for permanent.  This is not automatic and you will face competition for those positions as most people cannot live on a seasonal or temporary income.
