Go to some of the adoption adoption scam boards (abcadoptions) and read about specific agencies.

There are many forums in which adoptive parents share info about agencies.

Try adoption.com and adoption.org as well.

I am not familiar with that one but it is about 20 thousand to adopt in Texas and adoption, well it takes as long as it takes. It took me 11 months from the time I filled out my paperwork till I got the infant. But that is very unusual. I adopted from another state because it was cheaper.  You also can claim income adoption credit which helps a lot
