I don't believe an insurance company could be a home based business. You need tens if not hundreds of people to run an insurance company so where would you put them?

You can start an insurance agency from home, though. I'd suggest getting a job at an existing agency to get experience first because if you don't know what you're doing you'll be in big trouble.

read the requirements for doing so at the website of your state's insurance commissioner or regulator.

i'd guess that a minimum capital commitment of 5 million will be required.  cash or federal government bonds only
