I am creating a blog for my school should I tell my principal about it?

If it's only on the school that you go to then yes. If it's on the district then tell the superintendent.

I would give the school notification that you're starting a blog.  If you're not going to be posting anything offensive about someone, it shouldn't make a difference.  But if you don't tell the school and post something completely offensive about the school or school officials, they will probably find out anyway - either because one of your friends told them you run the blog or because they track the IP address.
