what does this have to do with Special Ed?  do you even know what special ed is?  why is it that no one in your country seems to understand what special ed means?  I know there are mentally and physically disabled people all over the world, in every culture and country, but no one in your part of the world seems to know what special ed is and they keep posting questions here that have nothing to do with it?  or maybe you don't know how to use yahoo answers correctly??
