  1. She does not qualify for Medicare, but have you tried Medicaid or another State subsidized insurance program?

  2. contact the following non-profit organization:

    www.coverageforall.org

Call their 800 number and talk to Ernie, the unit supervisor. The programs will vary a lot by state.  Some state programs are also tied to total assets, so you may want to look into moving away assets if necessary.

At that income level, you likely qualify for Medicaid, but this will vary, again, by state.

  3. I wish I had a better answer.

    Have you looked into HMO?

Your local state Medicaid?  You should qualify.

This is one that sucks, for all in your situation.

I'm retired and medicare with AARP is $4K per year.  Yearly increases.

    Just kidding here.

At one time I may have been able to help you go to Mexico and get birth certificates and you could sneak back.

    Good luck, with all sincerity.
