Your best bet is to go to the United States as there is a lot of funding available for graduate students.

Do some research on schools that interest you, email their admissions offices to find out about potential for funding and, MOST IMPORTANTLY, get to know the professors you want to work with through emails and phone calls. If the professors like you, they will make sure you are admitted because they want to work with you. And they can also put pressure on the admissions committee to give you funding.

But they have to want to work with you. Which means they have to like you. Which means they have to know you. So start finding professors you may want to work on your PhD with and get to know them. If you demonstrate interest in their research, they will help you find a way to get admission and get funding.
