After Dasani water was released in the UK, it was found to contain bromate, a potential carcinogen. I'm sure the amount is very small, but it could increase the risk of developing cancer if a large amount was consumed. So Dasani was pulled from the market, and Coke hasn't attempted to launch it in Europe since. That's probably what your friend was thinking of, but it's certainly not illegal to drink bottled water.
