I am facing have a recurring problem of cable faults in the underground mains cable.?

I am receiving the electrical supply from the sub-station of the electricity provider, through an underground armored cable At least twice a year the underground cable develops faults. These cable bursts/melt points are detectable by special equipments used by the electrical supply company. There is no water in the vicinity of the cables.

Anyone got any ideas why this keeps happening?
