I am facing redundancy due to the circumstances below,could anyone confirm what the process is please.?

the company is moving to another city which is not financially viable for me so they have told me to put it in writing once they announce it officially via e-mail in a couple of weeks.They say that only then can they offer me redundancy.Is this the correct procedure?I have tried several times to contact ACAS via phone but cannot get through after lengthy waits,there website is vast and difficult to obtain this info.

Nothing sinister here, it happened to me and I turned down moving with the company and got my full entitlement.
