see dude i have similar kind of wish as u have. u can search on the google for romanian visa office in india. as i know one is delhi. i am now also in mumbai. but basically from calcutta.

special conditions:  u have to show around 100$ per day in your account. so if u stay for 10 days there u have to show 1000$. but they will not accept after u show such amount in ur account. atleast 4000-5000$ are good to get traveling visa, in other visa like business visa some ro company have to send. and on invitation. if u have met in real someone from ro. then u can ask for. and also that person has to deposit like 2000$ in his/her bank account. from last year romania in in european uniion though sangen visa will not work to get into ro. may be i could help u. if more info needed contact to romanian embassy.  and here is my cell number. 9920889884 call me

For a Visitors Visa you should apply at the diplomatic missions in your own country of residence or nearest Mission en route.

If your passport is valid for a minimum of six months beyond the date of intended departure from India you should accompany visa applications along with it.

You will have a specified space to paste one photo and do not forget to staple another on to the form (comes in handy while comparing).

And in case you are applying for visa from a country you are not a national of (foreigner), you need to submit proof of long term permanent residence in the country, which is at least three years, from where you are applying.

If you are a citizen of another country, then a reference of your country of residence is needed for which there is a additional fee and it would require extra time for processing.
