I am from Russia and my husband is Palestinian can he get a Russian citizenship and how long would it take?

Not immediately.

He would be able to obtain residence in Russia through his marriage to you, but he won't be able to apply for citizenship before 5 years of legal residence in the Russian Federation. He will also have to show that he knows Russian, and show that he applied to renounce his prior citizenship(s).
