  1. Well, you better should contact the next German & French Embassy in your country.  Are you in the US?  If you're in the U.S., the German Embassy's website is http://www.germany-info.org

But, you can also stay in Germany and France as a tourist, at least for 30 days without a visa! For more than 30 days, you need a visa for both countries, but that's not the case with you, cause you only stay 2 weeks over here.

But, if you are an Asian or African national, then you might surely need the ECNR, but again, I am not the expert about this.

    Greetings from Germany

  2. You would be gettting a better answer if you would clarify what ECNR is and why you are having your passport marked "emmigration check required".

I'm guessing that you are an US-citizen convicted of a crime or felony, which is why you have this marker. The US government wants to make sure you do not leave the country while you are wanted. Correct?

In this case you should be more worried that the Germans or the French will let you in. They are not exactly happy about people with a conviction coming in and if it can be seen in your passport, they might cause trouble and sent you back on the next flight without entering the country.

But if they let you in, you will not need to undergo an emmigration check when you leave Europe. Just walk through entry/exit control and get an exit stamp.
