i am going to my home town annual birthday there is a best dressed class my horse is a chestnut the class i think may be combined with a quietest pony

Whatever suits you and your horse's personality, or whatever kind of outfits you may be able to find.  Check your local goodwill store or used clothing store...you can find cheap uniforms, old costumes, or clothing for:

Bride and Groom

Native Indian and Wildly Painted Horse

Doctor and Ambulance

Princess and Pegasus

Headless Horseman

Clown and Spotted or Striped Horse
