In Santo Domingo YES so I suppose that the tourist hotels in Punta Cana have tv/cable, so they will have this channel.

Enjoy your holiday, don't go to the Dominican to look tv....?

I was just in Barcelo Lina (Santo Domingo) in October. Same company different location. They have more than a little to accomodate for Americans or Hispanic/Americans. I can't remember specifically if ABC was one of them. I did watch TV but I was with VERY beautiful female company so I guess the channel I watched most was Channel Suya.
