Yes. If the photos are over 6 months old the passport office can reject them on those grounds.

Yes, you must. I'm getting mine renewed, but I haven't decided whether to get it done at a post office, or mail it in. Either way, you must get a new picture. If you were 30 and you still had a picture of you when you were 2, you wouldn't be recognizable and the government would assume that it isn't yours. It makes sense.
