I am having problems with ebay?

I clicked "Buy Now" and went through all of the steps and stuff but when i clicked "buy" it said that i needed to add a different credit card to my paypal account. So I tried reentering the information of the same card but it did not work for some reason. Why is this? And if I create a brand new ebay account and new paypal account but use this same credit card will it work? Also will it be any different if I Bid on an item instead of clicking buy now? Will that work if I win the bid instead of using the buy now button? Please please help me. I am new to ebay and really appreciate the help. Also the account was created over a year ago and has not been used since.

Call Ebay's customer service toll free number and ask them.  Also you can contact them via help button/tab at the top of the page.
