I became confused and walked into a street light. Can I sue her? Is it legal to go without underwear when you are built that way? It is at least unethical if not illegal

Sounds like she got the desired effect.  She got you to notice her, she distracted you, and you did something stupid.

No you can't sue her.  You were the one staring at her, maybe she should sue you for sexual harassment.

She may be in violation of the dress code, but not the criminal code.

Can you sue?  Of course.  Any person can sue for anything.  Can you win?  Almost certainly not.  Your inattention to walking caused the collision with the light pole.  You might ask your attorney about the concept of attractive nusance.

I recommend coming to a full stop to allow yourself complete attention to the woman.  As you become more expert, you may be able to walk and do other tasks at the same time.

In Texas, it is not illegal for a woman to go topless.  The ethics of  whether distracting persons from other tasks and from other persons is too complicated to answer in this forum.
