  2. Depending on what you'll be using it for, the Honda Rebel is a great low-cost, easy to ride cruiser:

    The best thing to do is go to a dealership and throw your leg over a few bikes to test the weight and comfort.

  3. Buying from an internet site is a big no no.  Buy brand new, from a local dealer, with a two year warranty.  The dealer should be an 'authorized dealer', that makes repairs and does maintenance in house.  

    Get a decent brand.  If you can't afford Suzuki, Honda, Kawasaki, Yamaha, etc, think about SYM, KYMCO, Genuine, Hyosung, Vespa,  Even Q-link.  They are all quality machines, all have warranties, and they all HONOR THOSE WARRANTIES.  

    There is a lot of junk out there.  It is very easy to buy some.  Don't be fooled.  Do your research, and you will be prepared.  I have some links for you at the bottom of this post.

    Maintain it meticulously and properly.

    Treat it like a new lover (gentle).

    If you need to ever drive faster than 30mph, get a 150cc.  If you need to ever drive faster than 45, get a 250cc or higher.  There are scooters from 250-400cc that will get a top speed of 80mph.  I was told by the owner of a 2008 SYM RV 250 that it will top out at 85 mph, and cruise at 70.  The average top speed of most 250cc scooters seems to be 65-75mph.  That means a realistic cruising speed of 55-65mph.

    Qlink commuter 250 scooters seem to get 55-70mpg, depending on various factors like driver weight, driving speed, etc.

  4. It depends on your needs what you should get.

    If you live in a city and don't travel the freeway much, I'd recommend a scooter.  They're pretty fun and great on Gas.

    If you ride the freeway, get a 250 rebel or something similar.  They do ok up to about 60 mph or so.

    If you live in the country or in small towns and need it to travel on 65+ mph highways, get a 650 to about 1000.

    For most situations these are plenty big, and remember, the bigger the engine, the worse the mpg.
