you need to file a police report first, take a copy of the report to the nearest US consulate in Mexico,

you have to have had a

REAL  pasport to start with .or you will have to pay ALL cost to seach files and databases.

Well, the American Citizens Services section can easily look up your son's passport in their datasystem and that would include his photo. However, you will certainly need his birth certificate and your identification.
