  1. First of all, drop the 044 - that is only for calling locally. To dial from the US, use 011 52 1 811 x*x xxxx. 011 for international, 52 for Mexico and 1 to dial a cell phone -- it's a new requirement for calling cell phones only -- without the 1, the receiver has to pay the air time, and if they don't have any credit, the call won´t go through.

  2. you have to call from a land line, not another cell phone, if its not working try calling your service providers, sometimes they have certain numbers you need to dialer for your specific country/company

  3. Not sure about Monterey, but my husband is from Sonora, you have to dial 011+country code+x*x-x*x-xxxx.  Hope this helps!

  4. elescondite is correct about the dialing process.  It's

011-52-1-(then the local number starting with the 81)

If you don't use the "1" after the country code, the call won't go through at all, and even if you do use the "1", the receiver will still have to pay for the call if they use Movistar or if they use Telcel but are not in the city where they bought their SIM card.  (Telcel has an "El que llama paga" plan, but it only works in the place you buy the SIM. Out of that area, you pay for any incoming calls.)

Finally, you can call from either a land line or a cell phone.  I call my boyfriend's cell in Mexico from my U.S. cell phone all the time.  I actually get a cheaper rate from my cell phone than from my home phone!
