  1. Not normally a matter for building regs unless you are relaying the concrete or there is some structural element to the work - also if you do need approval you are supposed to seek this before doing the work - or at least notify the building inspector. Probably the only thing you need to worry about is slip resistance when wet. What this is will depend on your choice of material. There are British Standards for some products (eg quarry tiles) but otherwise its pretty much common sense. Do you have a particular concern?

  2.   You don t  say what your exactly doing.Unfortunatelyly most codes don t regulate the flooring industry.. The only thing I might be able to shed some light on for you is a few things..Rip and disposal of old flooring material might be regulated if the flooring is asbestos. (generally any vinyl from the 70 s and before should be checked.. "By the book" if you do any electrical or rehook any plumbing a lic person is  to do this work but if your  just r/r a dishwasher for example that's generally over looked.. If your moving or building walls most often a permit is needed but all this needs to be checked w/ your local codes GL

  3. do not block in dishwasher

  4.    Other than generalizing here, we can hardly offer what you ask, without details.

You don't state whether or not your just installing a finish floor surface, or any substrate, or any size, or material you intend to use.

You don't state whether this is in a house you own, or rent? You don't state where you are located, or if there will be major structural work needed, and in any case we can't possibly offer any suggestions regarding codes/ zoning/ regs. Which shouldn't be an issue anyway with regard to a simple re-laying of a kitchen floor.

    Just my two "sense"
