  1. Probably an Ensign.

  2. After you enlist you can apply for OCS (Officer Candidate School).  When you graduate OCS you would be an Ensign (O-1).

  3. You can enlist and be a E1 in basic then you would probably get promoted rather quickly to E3 due to your education.  

    Or

    You can apply for a commission as an officer.   If you get one you will be an Ensign.  However,  if you have some practical experience as a civil engineer they can give you credit for that.  With 1-4 years,  they could commission you as a Lt. JG.   If you have 4+ years,  they could commission you as a Lt.   But that is the best they will give you as the next rank  (Lt Commander) is a field grade position and they do not do any commissions at that rank or higher.  


  4. Because you have a college education you are qualified to pursue an officer's rank. You don't have to because you could just join enlisted, but it is better to to become an officer. You will have a lot more responsibility but in the end, it is up to you.

    When you finish officer training you will become an Ensign.

    If you decide to just enlist, you will become a Recruit.
