I am inviting someone to join our group, but I keep getting a message that she does not accept invitations.

What do I need to do in order for her to receive the invitation from my yahoo group?

You might just send her an email explaining the group, inviting her and pasting the URL into the message.  Good luck.

she has this setting set- send her this link and have her reverse it

I take it you are inviting her because you have been noticing her answers and finding a common bond.

Find some of her answers to questions that are still open and BREACH THE YAHOO RULES and 'chat' to her by answering the same question and asking her right out.
