I have finished my studies as an International Student and then was granted this 1 year visa allowing me to work full-time in UK and then go back to my country.

  1. Yes you have to pay it. You are no longer exempt as a student. It is your responsibility but your landlord may pay it as part of your rent - check with him or the estate agents. Most likely though you will have to pay.

It can take the council months to sort these things out but evenutally you should receive a bill and it will backdated.

  2. Depends where you live.  If you own or are the tenant of a house or flat you will have to pay it.  If you live in shared accommodation the owner or head tenant has to pay the tax.  Some of it will no doubt be passed on to you as part of the rent, but you would not have to pay any separate council tax.
