Go to a shopping center, all the main electronics retailers would sell em, but I'm from Australia so i can't say any shops for specific.

You need to find the distributor of the GPS systems you wish to sell and find out how to become a retailer.  Company web sites are usually good for this.  The TomTom distributor link is below.  I found it from the TomTom web site.  It's just a little research and inquiry to find out the details of becoming a retailer.
