  1. We use PADS at our company.  It integrates very well with many other design and analysis tools from Mentor Graphics,.

I have not dealt with Allegro or Altium so I cannot make any comparisons.

Our drafter/designers do not have too many complaints about PADS.

  2. We use Mentor a lot at my company ... I'm not fond of it. I have access to OrCad in one group which is better but has some weird quirks to it. Overall a nice package though.

I would suggest you check out DipTrace  ( www.diptrace.com ).  This is what I use for all of my personal designs. It is feature rich, easy to learn & intuitive, very predictable, and best of all, really well priced with a great demo version that really lets you test it out. Great for both schematic capture and PCB layout with a fairly decent auto-router. No simulation packages though.  I think it's by far the best of the low dollar packages.
