  1. I'm not personally familiar with this, but I was looking at dafont.com (a site I dearly love) in their Tools section for a font management program and I saw FontForge listed. It looks free and I think it's for making fonts. I would guess your free options would be pretty limited. It's worth taking a look.

    EDIT - it may not work - I just saw another question where an answerer mentions the program, but says (s)he's only seen it run on Linux
