  1. I stayed near the Bastille at a budget hotel about 100m from a metro station.  Patisserie about 20m up the road.  Cafes on each corner, supermarket 100m.  It was clean and comfortable.  brand new bathroom, small room (as most are in Paris), friendly helpful staff and 80 euro per night per room.

www.tripadvisor.com is a great site to find hotels in Paris - has customer ratings as well.

Not on the outskirts but easy to navigate to nearest metro which can take you one of the RER stations that travel beyond the metro areas.

  2. The train stations are all in Paris and more or less centrally located therefore you are asking for what does not exist.

Is there some reason you wish to stay in the outskirts of Paris rather than in Paris?

  3. the outskirts are kind of dangerous. the centre is most safe. there are six train stations and each serves a different region. Ie. Gare du Nord serves the north, while Gare du Lyon serves the south.

They're all on the metro system, so it would likely take just 15-20 minutes to get to any of them from a centrally located hotel.

The area directly around train stations can also be a bit dodgy ... after all, who wants to build a community beside a train station.

I'd find a nice hotel in a safe area that's on the same metro line as your train station ... should be a 10-minute commute.
