Are these unrelated questions? If you are American then you can go to Ireland and be admitted for 6 months as a tourist and this does not need a visa.

If you need clarification you need to contact the Irish consulate not the british consulate. (Their embassies are located in Washington, D.C. all other locations are consulates).
