I am looking for a stunning quality HD DIgital Camera which is at most $200 dollars...?

Okay, the price can be a little over, but that's about it.

I've looked online, but i've really not found anything helpful. I'm just looking for a digital camera that takes HD pictures, with a nice LCD viewing screen, and some helpful features, like face detection, and stabilization, and other features that will enhance the picture.

The main priority is that the pictures should be stunning.

What can you find?

In my experience, go for Canon.  Even their least expensive compact camera produce very high end photos.

HD is a term for video cameras.

Do you mean a camera that offers high resolution?

Look for a P&S camera with a good optical zoom, has the largest sensor you can afford (1/2.5" is smaller than 1/1.7" sensor).  A pixel count of 8MP is good enough.
