I would start with www.zerotothree.org, it is put together by the American Pediatric Assoc. and has tons of resources for educators, families, and others interested in young children.  I am assuming with this answer that you are looking for resources, not websites designed for toddlers to use.

It has a preschool activity section.  And it also has a great crafts section that includes a lot of cute projects a toddler could do.

here is a site that has parent-child activities by age. toddlers really don't need to be on the computer staring at a screen playing 'games', not a good way to learn. doesn't teach the most important skills like communication and cooperative play. (which then through play toddlers learn the basics like their ABC's, numbers, and colors)
