  1. I think this is the perfect opportunity for the two of you to have your ceremony somewhere special to your relationship.  Maybe the place that you first met, or where you shared your first kiss?  You can easily fit 20 guests into a small space so dont worry about needing a reasonably sized venue.  You can also have a nice dinner for everyone very inexpensively.  Check out local restaurants near you.

I live in a small town in Georgia and they have an old victorian home here they've remodeled to hold weddings, receptions, or any type of functions.  It's really beautiful.  They back yard has a gazebo and I've seen them set up a huge white tent for the reception.  Maybe you can look into seeing if they have something like that in your area.

  3. have your wedding and reception in the same building, it doesn't have to be a church. hire a person to marry you there. get married in front of your guests and have a country or a buffet style dinner and then dance. there are restaurants that have reception rooms.

  5. What about a bed and breakfast.  They sometimes have weddings.  It's simple and very pretty.

  6. Depending on what time of the year this would be in, you could go to the beach, but a very nice beach. Instead of making like the stereotypical "destination wedding", you could customize the whole ceremony for yourself. Itll be in a nice location but you can control the event. Or you can have it in a garden. Garden weddings are pretty too.

How about a lovely little gazebo in a local park?  Most city parks have a little picnic area with a covered gazebo surrounded by flowers, that they can rent to you for your wedding ceremony.  For an added bonus, going through your local parks and recreation department will be a lot less expensive than renting out a privately-owned botanical garden, but it will still be scenic, beautiful, and save you a ton on not having to decorate with cut flowers, because the flowers are already there!
