I am looking for info on the French Carte de Resident and working.?

I have a visitors Carte de Sejour that I have renewed 2 times. I have read that after 3 years you can apply for a Carte de Resident. But does this allow you to work or do you have to wait further? My boyfriend and I were thinking of doing a PACS. Will this help?
