  2. I would say the best way is through the Foster system . I would get into the fost-adopt program which is only children that are eligible for adoption. In  my state it is free and they actually pay  a monthly stipend of about $460. until the child is eighteen, even after the adoption. Later, If the child wants to attend college they will receive free tuition. They are also eligible for medi-cal until they are eighteen.

    I have adopted an 18 mos. old and my brother has adopted a newborn and a nine month old through the Foster system. From beginning to end the whole process took about two-years.

  4. i say the best way is from your local childrens aid society its a long process but so is international its a whole lot cheaper then the 20,000 for international adoption
