Do you have space at your home start from their first. because in the starting you will not get lot many children plus the publicity also will take some time. Once you are established with some kid say 5-10 kids keep two more helpers with you and then take a big space. Money part: you should first try to get money from you relative friends etc. to avoid heavy interest rates.

If no option available go to a good bank and ask for loan.

if you do not have space at your home then take someone small,safe and reachable room at rent.

Have you considered trying to direct another program that is already established?  With some ground work you could find a program that really needs you without all of the "owner" responsibilities.  There are a lot of programs within school systems that have physical environment, meals, outside areas, speech pathology, PE  etc.  already at your call.  I dont know where you are within your motivation?  Perhaps you must own, operate, direct a center.  Have you directed before?  If not, I would keep that dream alive by first learning the knowledge, skills and abilities unique to directing that will help you in the future.  I agree with the others about using your home.  Unfortunately, there is not a lot of $ in this industry to afford you spending a great deal and getting it returned to you.  Its sad, but very true.  I am not trying to discourage you, just being realistic.  If you must do this.....onward you go!!  If you might be able to work in a established program............there are many that could use you and your knowledge as a ece director.  There are many migratory pre-k centers in Florida that are attached to elementary schools and ESL departments.  Also, ESE pre-K always has huge needs, especially with the dreaded N.C.L.B.  I wish you luck in your pursuits/teaching.
