I'm looking for a good surrounding city next to E. Grand Forks. I am looking for a city with an upbeat night life. Any recommendations? I'm willing to travel 3 hours at the most. Please list the neighboring cities that possess these qualities.

The only nightlife you will find is in Grandforks - there are not other towns around the city.

Better do a bit more research so you are not too unprepared for life in the North.
