I am not understanding this Grand Regency Scandal in Kenya, why would Kimunya under sell the hotel?

Why would Kimunya sell the hotel for 44 million dollars when the government could have made 114 million dollars. What is in it for Kimunya when it is less money? This makes no sense!

Perhaps Mr. Kimunya had a sweetheart deal with the buyers which was very beneficial to him financially for swinging a deal that favored them.
